Not sure to understand : do you want to replace a grey sky by a blue one on a photo ?
If yes, one way to do it would be to
- Find a photo with a big blue sky.
- Add a mask, on the layer with your original photo with the grey sky (ensure this layer is on top of the layer with the blue sky photo).
- Click on the layer and make a selection of the grey sky
- click on the mask and fill the selection with black color.

It will make appear the blue sky on the underneath photo.

I can not replace the gray sky in the manner described by Exonico. I have the following questions.
1. If I have made a separate layer of the photo of the blue sky, must it be selected or not?
2. How do I proceed after I have blackened the selection on the original photo?

Your blue sky layer must be placed under you original photo layer.
Then you add a mask to you original photo layer and you select that mask.
Then you paint in black in the mask. This should make appear the blue sky of the underneath layer
