its a super frustrating feature ... panning without pressing any keyboard shortcut.
Must have a toggle switch for this, and a optional keyboard shortcut (Ctrl, Shift+option .. )

The scrolling and panning behavior in Pixelmator Pro is dictated fully by the macOS. There's not much we can do to change it ourselves, but you could try turning off scrolling system-wide. There's a checkbox for it in the System Preferences > Accessibility > Pointer Control > Mouse Options.

I realize turning off scrolling completely probably sounds like a little bit of an overkill but that's the only workaround for this system behavior there is at the moment.
