Edit the design on a Waving Flag Vector

Hello, I'm sure this is fairly simple, but I would like to take a vector graphic of a waving flag and change the image on the flag. But I can not figure out the best way to do this. Is there a way to take the existing flag that is flat and rectangle and "fill" or over lay the waving flag?

I don´t get the picture; a waving flag image inside a waving flag vector outline or a straight rectangle. Do you mind giving some more hints or better screenshots?
