Depending on the logo itself, you could try different scaling algorithms that might work better with some images than others. For instance, Lanczos is better for downscaling images with smaller details, and Nearest Neighbor for maintaining a blocky, pixelated look (can be used for pixel art, for instance). But generally speaking, the number of pixels an image consists of is what determines how detailed it is. This means that scaling down images (i.e. reducing the number of pixels) will always result in some quality loss — you simply can't recreate the same level of detail with fewer pixels to work with. Hopefully your logo is made as vector drawing.
